I'm glad I didn't have to develop my boobs in public. Poor thing. When you're an 11 year old with boobs, no one is going to think you look appropriate because breasts have been sexualized instead of being viewed as giant sacs of fat and glands designed to nourish our offspring.
Bey looks like she got that "outfit" from the Bea Arthur; Golden Girls Collection. Shit, she looks pregnant there (big as a house). She really, honestly does NOT know how to dress and not look like shit.
Maybe her stylist didn't think to take up the straps on her dress. Sometimes you can't tell till after the dress has "settled" that the straps need a pinch.
I think Uno is right. Other pictures don't accentuate her bust line. So difficult at that age to dress girls. They are just starting to develop and look different from day to day.

Same here cheese grater, I was a 36 c at 11. All the little girl dresses didn't fit, and the big girl dresses weren't very modest. I remember playing little league and the coaches saying there wasn't a uniform that looked "right." Not being Pervy, just honest. I was so mortified I quit!

Maybe she just started puberty. I got my first period at 10. Puberty hit me hard, too. Was a 36D in 8th grade.
